Governance & Civic Innovation

How cities are managed, how citizens engage, how cities cooperate.

Smart-city governance has matured beyond technology procurement. The EU Urban Agenda, the URBACT III network and the Pact of Amsterdam frame multi-level governance; cities increasingly co-design services with residents, share evidence through Eurocities, ICLEI, OASC and the Covenant of Mayors, and fund innovation through pooled instruments like the European Urban Initiative and the EUI funding stream.

Three leaves sit under this cluster: digital government, services and inclusion (how cities deliver public services and ensure no-one is left behind); citizen participation and civic tech (how residents shape decisions, often via tools like Decidim and Consul); and city networks, procurement and innovation (how cities cooperate to learn faster, buy better, and unlock funding).

Useful for CIOs and digital-transformation leads, civic-tech teams, public-service designers, procurement officers and the staff inside city networks coordinating peer-learning across Europe.
