Open Data, Standards & Interoperability
Opening data, agreeing on standards, avoiding lock-in.
A standard is the difference between a procurement that locks a city in for a decade and one that lets it swap suppliers next year. The Minimal Interoperability Mechanisms (MIMs) framework — co-developed by OASC, Living-in.eu and the European Commission — has become the de-facto interoperability reference for European cities; ISO 37120 / 37122 / 37123 standardise the indicators behind them.
Open data sits alongside standards: open data portals, FAIR-data principles, the Open Data Directive's high-value datasets, and the Smart Data Models initiative that gives cities common schemas (parking, air quality, waste collection). The EU Data Governance Act, Data Act and Digital Services Act create the legal scaffolding; Open Knowledge Foundation, OASC and the European Data Portal do the practical work.
This leaf collects resources on open data portals, data sovereignty, MIMs and Smart Data Models, ISO city standards, data-spaces governance and interoperability frameworks — for data officers, open-data leads, standards bodies and integration architects.
Key Aspects
Open data portals
City and regional data portals, the Open Data Directive's high-value datasets, and FAIR-data practice.
MIMs & Smart Data Models
OASC Minimal Interoperability Mechanisms and the common schemas European cities are adopting together.
ISO city standards
ISO 37120 (city indicators), 37122 (smart cities) and the family of standards behind comparable cities.
Data sovereignty
GAIA-X, the Data Governance Act and the legal frameworks for fair, transparent data sharing.
