Tirana Ime is a municipal smartphone app developed through cooperation between the Municipality of Tirana and Vodafone Albania. It was created in 2016 to bring city information and selected public services together for residents and visitors.1114 The municipality’s page identifies the project as “Tirana Ime,” while its app listing describes the partnership and the app’s role in presenting city services on a phone.210
The app combines practical information with a channel for residents to report local problems. Its features have included traffic and transport information, tourism, mobile parking payments and reports about issues such as infrastructure, pollution and cleanliness.1112 The reporting function lets users submit concerns to the municipality; reports can be made anonymously.411 The city’s stated approach was to route submissions to the relevant departments and aim to address them within 24 hours.4
Air-quality monitoring was added in 2019, using sensors installed in Tirana and data made available through the app.311 Later reporting noted that the air-quality section disappeared after a redesign, with the municipality saying that equipment parts needed replacement and that it was working to restore the feature.13 The app has also expanded its information offer to include cultural events, bicycle routes, bus lines and parking maps.2
The project’s scope is therefore both informational and operational: it gives users access to selected city services and provides a digital route for raising neighbourhood concerns. Tirana Ime received Albania’s “Public Service of the Year” award in 2019, according to a municipal survey document.9
