SmartCityPHL is Philadelphia’s citywide initiative for using data and technology to support public services and the City’s economic, social, and environmental goals.1 The City established the initiative in 2017; after months of public consultation, it formally launched in February 2019 alongside a roadmap and mayoral executive order.1112
Rather than focus on a single technology, the program has worked with City departments and outside partners on pilot projects addressing practical service challenges. Early pilots included tools to identify reusable materials from building demolitions, arrange doorstep collection of clothing and electronics, assess neighborhood features, and speed up road inspections.11 In one road-inspection pilot, City staff used vehicle-mounted cameras to capture images across about 1,200 miles of streets; GoodRoads analyzed them for issues including cracks, potholes, and manhole covers, giving the Streets Department a broader view of repair needs.1013
Other projects have tested digital services and urban sensing. Permit Navigator is intended to help residents identify permits and approvals for selected residential and commercial projects, estimate costs, and find related application information.27 Smart Loading Zones tested technologies related to loading activity in Philadelphia, with the City working alongside the Office of Transportation, Infrastructure, and Sustainability, the Philadelphia Parking Authority, the Open Mobility Foundation, and Sidewalk Labs.3
SmartBlockPHL is a Midtown Village pilot using 14 sensor-equipped streetlights to collect information about pedestrian and street activity, air quality, and weather.4 The City says the project is intended to test accurate, efficient real-time data collection while respecting residents’ privacy.4 Its partners include City offices, Comcast, Juganu, and US Ignite.4 The program’s projects show a recurring approach: test tools with City agencies and external organizations, then assess whether the resulting information can help improve services and guide decisions.111
