The European Green Capital Network (EGCN) operates as an inter-municipal knowledge platform uniting European cities that have achieved finalist or laureate status in the European Green Capital Award competition. Conceived under the European Commission’s environmental initiative established in 2008, the network brings together municipal authorities committed to embedding climate neutrality, circular economies, and ecological resilience into local policy.
The network expands automatically with each annual competition cycle and is jointly chaired by the European Commission and the reigning European Green Capital laureate city of the given year. Structured in partnership with Eurocities, the Brussels-based network representing major European urban centres, the EGCN relies on peer-to-peer exchange, working sessions, and site visits. Its methodology centres on five core thematic areas: future-proofing urban spaces, 100% renewable energy transition, circular and zero-waste frameworks, human-scale urban design, and guiding laureate cities in delivering effective environmental title years.
As a primary output, the network synthesises best practices from former winners—such as Stockholm, Hamburg, Ljubljana, and subsequent laureates—into publicly accessible policy toolkits, benchmarking resources, and case studies aimed at secondary and intermediate European cities. Concurrently, the EGCN functions as an advocacy platform, representing municipal viewpoints in European Union environmental policy-making, including the European Green Deal and the Zero Pollution Action Plan. Through systematic sharing of technical and administrative solutions, the network translates individual municipal innovations into replicable frameworks across Europe.
