Philadelphia Energy Authority (PEA) is an independent municipal authority established in 2010 by the City of Philadelphia. Its work focuses on energy affordability and sustainability for the city’s government and residents, with programs intended to support clean-energy investment, jobs and healthier homes. 35
PEA’s activities span residential, commercial and public-sector projects. Its Philadelphia Energy Campaign, launched in 2016, has supported energy-efficiency and clean-energy work across the city. Among its best-known programs, Solarize Philly helps households install rooftop solar, while Built to Last coordinates home repairs and energy improvements for residents. 67 PEA also administers Philadelphia C-PACE, a financing program for energy and resilience improvements in commercial, industrial and multifamily buildings. 12
In 2021, PEA launched Philadelphia Green Capital Corp. (PGCC), its green-bank affiliate, to connect projects with public, private and philanthropic capital. PGCC offers financing for solar and efficiency projects and supports housing preservation and other clean-energy investments. 49
PEA’s work includes municipal infrastructure as well as household and private-building projects. A citywide streetlight project upgraded Philadelphia’s 130,000 streetlights to longer-lasting, high-efficiency LEDs between 2023 and 2026. 11 The authority’s current president and CEO is Emily Schapira. 210 Its main office is listed at 30 S 15th Street, Suite 801, Philadelphia. 5
