Based at the University of Pennsylvania in Philadelphia, the Penn Institute for Urban Research (Penn IUR) brings together research and expertise from across the university to inform urban decision-making and public policy. Its work focuses on sustainable urban growth and development, using research, teaching and public engagement to connect scholarship with practical urban issues.211
Founded in 2004 by co-directors Eugénie L. Birch and Susan M. Wachter, the institute grew out of an effort to unite urban-focused work across Penn. Its Philadelphia setting is part of that story: the institute was established amid the revitalisation of the university’s West Philadelphia neighbourhood.28 Birch and Wachter remain its co-directors.3
Penn IUR’s reach extends beyond its home city. It supports cross-disciplinary work on issues affecting cities around the world and connects university scholars with practitioners, policymakers and other urban experts.111 Its activities include research, instruction, civic engagement, student programmes, publications, events and media.16 The institute’s current themes include climate change and resilience, rapid urbanisation, housing, state and local finance, urban development and anchor institutions.1
Rather than operating as a standalone research department, Penn IUR draws on expertise from across the university. Its executive committee includes deans, faculty and administrators from Penn’s 12 schools.7 Its base is in Meyerson Hall, within the Weitzman School of Design.58
