Open Data Informationsstelle Berlin, known as ODIS, is a Berlin-based organisation that supports the publication and use of open data in the German capital. Since 2018, it has worked with the city administration to make public data easier to find, publish and reuse, with a focus on transparency, participation and better internal use of data across government. ODIS describes itself as an intermediary between the Berlin administration and the wider city society, helping to turn administrative data into a resource for public insight and policy work.
The organisation is based in Berlin, Germany, and is part of the Berlin open data ecosystem. It is funded by the Berlin State Chancellery and operated by the Technologiestiftung Berlin. Its work is primarily local, concentrated on Berlin’s administration, civil society, research and business communities, although its methods and publications may be relevant beyond the city.
ODIS’s core activities include advising departments on how to publish datasets in the Berlin Open Data Portal, building data skills within public authorities, connecting actors in the open data field, and developing prototypes and applications that demonstrate the value of open data. It also provides resources such as guides, templates and process models, including a structured “data inventory” process for identifying datasets that can be released as open data.
Among its better-known projects is “Berliner Haushalt,” an interactive visualisation of planned revenues and expenditures for the state of Berlin. Other work includes a mini data portal with selected geospatial datasets and studies on topics such as linked open data in public administration.
