Founded in 1985, Albania’s Instituti i Transportit has worked on medium- and long-term studies for the transport sector, alongside consultancy, technical reviews and participation in regional projects. It currently operates as a service unit under the ministry responsible for transport. 1
Based in Tirana, the institute’s remit spans road, rail, maritime and air transport. Its work includes research and analysis relevant to Albania’s transport system and participation in cross-border initiatives. The institute’s website describes a national road network of about 18,600 kilometres and a railway network with 343.35 kilometres of main line in operation. 1
One current regional project is LAERTES, running from July 2025 to December 2027 under the INTERREG IPA programme. It aims to develop intermodal transport and improve access to the TEN-T network in the Lower Adriatic region, with pilot projects and priorities that include climate resilience and innovation. 12 The institute is also involved in CIRASIM, an INTERREG IPA ADRION project scheduled from September 2024 to August 2027. It focuses on assessing and implementing “cold ironing”—supplying electricity to ships at berth so their engines can be switched off. 1
The institute’s Tirana address is listed as Rruga e Kavajës, No. 39, Building 3, Apartment 3. 1112 The available sources identify Ina Lucaj as director in a 2021 project report, but do not establish whether she remains in that role. 11
