Based in Philadelphia, the Delaware Valley Regional Planning Commission (DVRPC) is the federally designated Metropolitan Planning Organization for Greater Philadelphia. It brings together partners across a nine-county region spanning Pennsylvania and New Jersey to improve mobility, conserve natural resources and support healthy communities.76
DVRPC was formed through an interstate compact after federal law established a continuing, coordinated transportation-planning process. Pennsylvania enacted legislation in 1965, followed by New Jersey legislation between 1966 and 1974.7 Its work includes regional research and planning, data analysis, technical assistance to local governments and organizations, and setting transportation investment priorities.6
A central responsibility is the region’s long-range transportation plan. Adopted by the board in September 2025, Update: Connections 2050 guides $78 billion in planned capital transportation investment through 2050. It considers growth, economic trends, environmental concerns and technology, and covers roads, public transit, walking and cycling infrastructure.3 The plan identifies major regional projects, while the four-year Transportation Improvement Program sets out priority projects scheduled for implementation.36
DVRPC also works with transit agencies including SEPTA, NJ TRANSIT and DRPA/PATCO, supporting studies, data collection and local transit planning.4 Its remit extends beyond transportation: the commission conducts planning and provides technical support on issues affecting land use, natural resources and communities across the region.6
