Launched on 19 April 2017, Tirana’s municipal open-data portal was the first of its kind in Albania, created by the Municipality of Tirana with support from UNDP. Its stated purpose is to make information about municipal work, investments and services freely available, supporting public transparency and giving residents and other users material for research, journalism and other uses.2
The portal serves Tirana, Albania’s capital, and is intended for a broad audience that includes residents, businesses, researchers and developers. It offers more than 15 dataset groups, while the municipality’s description organises the material into nine main categories, with subcategories and data published at specified intervals.12 Topics include the city’s general local plan, transparency programme, business and economy, and municipal administration.1
The site also presents information across urban policy areas such as demographics, transport, construction, public safety, agriculture and tourism, culture and sport. Recent items listed on the portal include paid public parking, business conditions, bicycle movements and public safety in 2024.1 Its transport material reflects municipal developments including expanded bicycle lanes and electric buses; the portal’s broader role is to provide data that can inform public understanding and municipal decision-making.12
The municipality says data should be accessible without registration or bureaucratic barriers, downloadable and usable without licence restrictions, and available for processing and visualisation.2 The sources reviewed identify the Municipality of Tirana as the responsible institution but do not name an individual portal director or provide a separate founding date for an organisation distinct from the portal.12
