Agora Verkehrswende is a Berlin-based think tank focused on transport policy and climate-neutral mobility. Operated by Agora Transport Transformation gGmbH, it works on a scientific basis to develop strategies for decarbonising the transport sector, with a stated goal of making transport in Germany climate-neutral by 2045. Its work combines research, policy analysis, and practical recommendations aimed at lawmakers, ministries, and municipalities.
The organisation’s main topics include passenger and freight transport, the role of public transport, walking and cycling, parking policy, and the use of digital tools in urban mobility management. It also places emphasis on socially fair mobility, arguing that climate policy in transport must take distributional effects into account. According to its own description, Agora Verkehrswende is non-partisan, non-profit, and solution-oriented.
Founded in Berlin, the organisation operates primarily in Germany, but it places its work in a European context and also addresses international developments where they affect transport policy. Its output includes studies, policy papers, factsheets, press releases, and webinars. Recent publications show a strong focus on urban parking enforcement, electric mobility, charging prices, and the reform of vehicle and fuel-related policy instruments.
Among its notable recent outputs is a guide on the use of scan vehicles for more efficient parking control, and analyses on the costs of electric vehicles compared with combustion vehicles in Latin America and the Caribbean. It also runs discussion series on the future of transport policy, marking its tenth year of activity in 2026.
The organisation is led by Christian Hochfeld, Dr. Wiebke Zimmer, Janna Aljets, and Dr. Philine Gaffron, and its registered office is in Berlin.
