Virtual WOF is a regional digital-services project led by the City of Warsaw and carried out with 25 partner municipalities in the Warsaw Functional Area. Its stated aim is to improve residents’ and visitors’ quality of life by making public services and information easier to access through mobile tools.2
The project brings together five strands: indoor and outdoor navigation and contextual information for public spaces; a mobile guide to local cultural and tourist attractions; preparation of a public-transport journey-planning tool; a mobile system to support parking enforcement; and collection and presentation of air-quality information.211 The national funding database describes the planned transport service as using real-time data, and the environmental component as covering air quality and noise; it also characterises the project as a portfolio of free mobile solutions.11
The work is part of the Integrated Territorial Investments framework, with Warsaw as lead partner, and is co-financed by the European Regional Development Fund through the Mazovia Regional Operational Programme for 2014–2020.39 Examples of services associated with the project include NawiGo, a micro-navigation and city-information system implemented in Warsaw and 16 municipalities, and Warsawpolis Guide, developed under the e-tourism component.48 The available sources describe the project’s objectives and components, but do not provide a consolidated account of final outcomes across all five strands.
