About the Project
MUCGPT is the internal AI tool of the Landeshauptstadt München (City of Munich). According to the text, it was developed to give city administration staff secure and compliant access to generative AI models for text-based tasks, such as drafting emails, summarising long documents and brainstorming. Productive operation started in March 2024. The announcement is dated 30 June 2026 and is published by the Landeshauptstadt München, Stadtverwaltung.
Key Findings on Usage
- More than 15,000 employees use the system regularly.
- Over 10,000 chat interactions take place every day.
- According to the text, these figures show the value that generative AI already offers in municipal administration.
What Is New in MUCGPT 2.0
- A completely revised user interface, based on employee feedback, is described as more modern, clearer and more intuitive.
- The software was split into smaller components that are easier to maintain.
- New connections to other systems are possible via MCP (Model Context Protocol), a standardised protocol for AI agents to link external interfaces, services and knowledge databases.
- Employees can create promptbased assistants, which are predefined instructions for recurring tasks and can be shared within the administration.
Purpose of MUCGPT for Public Administration
The project states that it aims to make AI practical and safe for everyday administrative work and to turn individual tools into a shared knowledge base. MUCGPT is open-source software, so other municipalities can adopt and develop it further. The text reports that the City of Stuttgart already uses it under the name ChatSTR. The source code is publicly available on GitHub, and the individual services can be reused as container images. Other administrations are invited to use and extend MUCGPT.
