Zarząd Dróg Miejskich (ZDM) is Warsaw’s municipal roads authority, responsible for managing the city’s streets and related public-space infrastructure. Its work includes road and pavement maintenance, cycling infrastructure, street lighting, pedestrian safety and parking. It also manages Warsaw’s Municipal Information System, the citywide signage system operating since 1996. 8
Based in Warsaw, ZDM’s remit is local: its activities concern roads and public spaces in the Polish capital. The authority’s current director is Łukasz Puchalski. 24 The available sources do not establish when ZDM itself was founded.
Its projects combine routine maintenance with changes to how streets are used. In 2025, ZDM reported renovating about 46 kilometres of roadways, building or renovating 78.1 kilometres of cycling routes, installing 3,082 streetlights and planting 541 trees. 7 The figures illustrate the breadth of its work, from basic infrastructure upkeep to improvements for cyclists and pedestrians.
Some projects respond directly to residents’ proposals. In 2024, ZDM described planned changes funded through Warsaw’s participatory budget, including new greenery, measures to prevent illegal parking on pavements, and a pedestrian crossing and cycle crossing on Gwiaździsta Street. 6 Its wider programme also includes work in central Warsaw: the authority’s 2024 report describes investments intended to make the city centre more accessible to pedestrians, cyclists and public-transport users. 11
