The New York Power Authority (NYPA) is a state-owned public power organisation established under New York’s Power Authority Act, signed by Governor Franklin D. Roosevelt in 1931. 211 Based in White Plains, New York, it serves the state through electricity generation and transmission infrastructure. 12 NYPA operates 17 generating facilities and more than 1,550 circuit-miles of transmission lines; over 80 percent of the electricity it produces comes from hydropower. 2
Its work includes operating power plants, maintaining and expanding the transmission grid, and developing projects intended to bring renewable electricity to areas of high demand. NYPA’s transmission projects include Central East Energy Connect, a 93-mile line completed in 2023, and Smart Path, which upgraded 78 miles of lines in the North Country. It is also developing Propel NY Energy with New York Transco to strengthen the grid serving Long Island, New York City and Westchester County, and to increase capacity for wind power. 3
A major proposed initiative, Clean Path New York, combines a long-distance transmission line with new in-state wind and solar generation, using the existing Blenheim-Gilboa pumped-storage facility to support reliability.9 NYPA’s broader strategy, VISION2030 Renewed, sets out its and the New York State Canal Corporation’s plans for the state’s clean-energy transition. 2 The authority finances its operations through bond sales and revenues, largely from electricity sales. 2
