Miejskie Centrum Kontaktu Warszawa 19115 is the City of Warsaw’s round-the-clock contact service, created to make it easier for residents to reach the municipal administration without visiting an office. It began operating on 4 November 2013. 211
Residents can contact the centre through the 19115 phone line, website, free mobile app, email or online chat; the service is available 24 hours a day, seven days a week. 24 It provides information about city services and receives reports about problems for municipal services to address, as well as residents’ ideas for improving the city. 26
Reports can cover issues such as damaged roads and pavements, neglected greenery, broken streetlights and overflowing rubbish bins. 2 The centre routes cases to the relevant city office or municipal unit, while the app lets users follow the status of a report and review their submission history. 23 The service also connects users with a sign-language interpreter and handles enquiries about services offered by the city administration. 2
Its remit is local: it serves Warsaw residents and connects them with the capital’s municipal government and services. The city’s official site describes the centre as having been established within the municipal administration; the sources reviewed do not identify a separate headquarters address or named leader. 2
