Stockholm Innovation Management is Stockholm City’s effort to organise and strengthen innovation work across the municipality through an ISO 56002-based management approach. The project is part of the city’s broader digitalisation agenda and is rooted in the city’s quality programme, which links continuous improvement, innovation and digitalisation in day-to-day public service development.
The work is led by Stockholms stad, the City of Stockholm, and is closely tied to the municipality’s ambition to act as a “smart and connected city.” Rather than treating innovation as a separate activity, the city integrates it into normal operations: service development, quality work, digital tools, and procurement. The stated methodology includes a system perspective, training innovation leaders, changing working methods, using innovation procurement more often, and building test environments for new solutions.
The city also connects innovation management with the use of AI and digitalisation as practical tools for improving services. This suggests a focus on organisational capability rather than isolated pilot projects. Stockholm has also referred to testbeds and experimental settings such as Verklighetslabbet in its wider innovation work, indicating that the municipality uses real-world testing to explore and refine new approaches before broader implementation.
Publicly available material shows that Stockholm has been working on this agenda for several years, with references to the city’s innovation strategy and digitalisation programme already present in earlier policy documents. The current approach formalises that work through ISO 56002 principles, which are intended to make innovation more systematic and measurable across departments.
At present, the project appears to be an internal public-sector transformation initiative rather than a single standalone pilot, with impact measured in changed working methods, increased innovation capacity, and more structured service development.
