Living-in.EU began in 2019 as a movement to help European cities and communities work together on sustainable digital transformation. Its political declaration, “Join, Boost, Sustain,” was launched in Oulu, Finland, during the Finnish Presidency of the Council of the EU. The initiative was started by Eurocities, Open & Agile Smart Cities (OASC) and the European Network of Living Labs (ENoLL), with support from the European Commission and the Committee of the Regions.112
The movement promotes a shared approach to digital change that respects European values, local diversity and people’s digital rights. Its practical focus includes sharing and reusing city solutions, and applying data and technology to challenges such as urban mobility, energy efficiency and digital public services. The approach emphasizes citizen engagement, responsible data use, co-creation and open, interoperable standards.1512
A later four-year project, Governance of the Living-in.EU Community (Go Li.EU), was set up to support the movement’s governance and expand its network. Its five partners are Eurocities, OASC, ENoLL, the Council of European Municipalities and Regions (CEMR), and the European Regions Research and Innovation Network (ERRIN). The project’s work includes convening thematic groups and supporting exchange on local digital twins, data spaces and urban data platforms, alongside shared guidance and events.13
The platform’s latest reported figures are 222 signatories and 248 supporters. However, its EU-funded Go Li.EU phase ended in October 2026; the platform says it is no longer maintained and that registrations and working-group activities have stopped.11
