TML — Transportes Metropolitanos de Lisboa is the public mobility company for the Lisbon Metropolitan Area. Based in Lisbon, Portugal, it works on the planning, coordination and management of collective transport across the region, with a particular focus on integrating services rather than operating them directly. Its public-facing mission is clear: to put public transport at the centre of mobility, alongside shared and greener forms of travel.
TML’s main geographic scope is the Área Metropolitana de Lisboa, which covers 18 municipalities. One of its best-known outputs is the Navegante fare system, which allows passengers to use public transport services across the metropolitan area with a single pass. The company is also responsible for information and digital services linked to this ecosystem, including the Portal VIVA and the management of transport-related customer and data services.
The organisation emerged from a broader restructuring of metropolitan transport governance in Lisbon. A public notice on its website indicates that TML succeeded OTLIS — Operadores de Transportes da Região de Lisboa, A.C.E. — in the management of the Lisboa VIVA card and related services, under Portuguese Decree-Law No. 121/2019, of 22 August. This places its institutional roots in 2019, even though some of its current public communication and service architecture were rolled out later.
Recent activity suggests a strong focus on mobility data, accessibility and social inclusion. In 2026, TML reported work on the Multidimensional Transport Poverty Index and on accessibility and transport for people with disabilities in the Lisbon Metropolitan Area. It has also positioned itself in debates on smart cities and public-space management, reflecting an interest in using transport policy as a lever for urban governance.
