Praxis Centre for Policy Studies is an independent think tank based in Tallinn, Estonia, working in the public interest. Founded in 2000, it has become one of Estonia’s best-known policy research organisations, focused on producing evidence-based analysis and practical recommendations for public decision-making.
The centre’s work covers a broad policy agenda, including social policy, labour market and employment, education, health, governance, digital society, and civic participation. Its mission is not limited to academic research: Praxis aims to generate new knowledge, test policy options, and contribute to public debate. In practice, this means combining analysis with stakeholder engagement, expert consultations, and public communication.
Praxis operates mainly at the national level, with its work centred on Estonia’s policy environment, though many of its themes — especially digital governance, social inclusion, and public-sector reform — are relevant across Europe. As a think tank, it has long served as a bridge between research, civil society, and public institutions.
Its activities include policy studies, impact assessments, surveys, and applied research projects commissioned or supported by public bodies, foundations, and international partners. Praxis also publishes reports and hosts discussions that place policy evidence into wider public circulation. Among its recurring areas of work are education reform, welfare policy, equal opportunities, and the quality of democratic governance.
While the organisation does not present itself through large-scale infrastructure projects, its “lighthouse” role lies in policy influence: shaping debates and offering evidence for reforms in Estonia’s public sector. That position has made Praxis a familiar reference point in the country’s policy landscape.
