Metrosert is Estonia’s national metrology institute and applied research center, based in Tallinn. The organisation combines two roles that are closely linked in practice: it maintains the country’s measurement standards, and it supports businesses with research, testing, calibration and verification services. In Estonia, that makes Metrosert part laboratory, part innovation infrastructure.
Its core public function is metrology. Metrosert maintains and develops national measurement standards for quantities such as length, mass, temperature and electrical quantities, ensuring measurement traceability and the reliability of industrial and scientific measurements. Alongside that, the applied research center works with companies and research institutions on technology development, helping them solve technical problems, improve products and move knowledge-intensive ideas toward market use.
Metrosert’s scope is national, but its activities are connected to international networks and research cooperation. The organisation says it participates in international R&D activities and works to strengthen the competitiveness of Estonian firms. Its services include applied research, experimentation, measurement and testing, calibration and verification, certification, and specialist support for knowledge-intensive business models.
Recent activity points to several focus areas. Metrosert is developing capabilities in hydrogen technologies and has been involved in quantum technology discussions and study visits. It is also building a drone and defence technology testing laboratory in Tallinn, with an announced investment of nearly €7 million. The organisation also operates the Estonian Assay Office, which handles precious metals testing, hallmarking and related services.
The applied research center was created in 2023 by decree of the Minister of Entrepreneurship and Information Technology. Metrosert presents itself as a public capability serving businesses, researchers and the Estonian state.
