Lisboa E-Nova – Agência de Energia e Ambiente de Lisboa is a private non-profit association based in Lisbon, Portugal, created to support the sustainable development of the city and its metropolitan area. Its work is anchored in three main areas: energy, water, and circular economy, with a clear focus on improving energy efficiency, making better use of local resources, and strengthening environmental management.
The agency presents itself as a local actor in Lisbon’s transition toward a lower-carbon city that is less exposed to climate risks. In practice, that means supporting both mitigation and adaptation measures, and helping align municipal action with national and European energy and climate targets for 2030 and 2050. Its remit is not limited to policy advice: Lisboa E-Nova also develops and coordinates projects, often with public and private partners, and it works as a bridge between the city administration, research, and implementation.
On its website, the organisation highlights a portfolio of European-funded and local initiatives. Among the projects named are VIBE – Valorização do Impacto através do Envolvimento Comportamental, ALTHEA, FoodLink – Rede para a Transição Alimentar na Área Metropolitana de Lisboa, City4Climate – City Digital Twins for Climate Action, and work on energy poverty, thermal comfort, and human health in Lisbon. The site also refers to 46 European projects, 24 members, and more than 300 partnerships, suggesting a dense collaboration network.
Lisboa E-Nova’s role is closely tied to Lisbon itself, but its partnerships and funding show a strong European dimension. The organisation appears to combine city-scale action with transnational project work, especially in climate, energy transition, and urban sustainability.
