The Instituto da Mobilidade e dos Transportes (IMT) is Portugal’s public mobility and transport authority. Based in Lisbon, it operates as an institute of the indirect administration of the Portuguese State and covers the whole national territory. Its work spans regulation, licensing, supervision, planning and coordination in the fields of road transport, inland transport and related infrastructure, as well as parts of maritime transport and commercial ports.
For the public, the IMT is best known as the authority behind key everyday transport services. Through its online portal and service desks, users can renew or replace driving licences, exchange foreign licences, request vehicle registration documents, obtain motorist certificates, and handle a range of transport licences and authorisations. The organisation also manages information and support channels by phone, email and online forms, reflecting its role as a central administrative body rather than a local office network.
The IMT’s remit is broad and technical. It also appears in European mobility networks, where it serves as Portugal’s National Focal Point for the European Platform on Mobility Management (EPOMM). In that role, it contributes to mobility planning and policy exchange at the European level, while remaining focused on national regulation and service delivery.
The institution’s public-facing digital work is one of its most visible strengths. Its IMTonline portal concentrates many citizen services in one place, reducing the need for in-person visits. That makes the agency an important example of how transport administration in Portugal has moved toward digital public services.
