The Estonian Transport Administration is the state agency responsible for organising Estonia’s traffic environment across roads, maritime transport and aviation. It was created on 1 January 2021, when the Civil Aviation Administration, the Road Administration and the Maritime Administration were merged into a single institution and the new agency became their legal successor.
Based in Tallinn, Estonia, the administration’s role is practical and regulatory at the same time. It manages road traffic and vehicle-related services, oversees maritime safety, and handles aviation-related supervision and information systems. Its public-facing work includes e-services for driver’s licences, vehicle transactions, seafarers, and aviation safety reporting, as well as service bureaus and customer support. The agency also publishes road conditions, road user charge information, navigational warnings and maritime circulars.
Its mission is described in fairly broad but operational terms: to create a safe, comfortable and fast traffic environment, and to support the movement of people and goods by different modes of transport. The agency’s scope is national, but its responsibilities are tied to international rules in aviation and maritime transport, including flag-state administration and conventions applied in the maritime sector.
Recent public activity shows the breadth of its work. In 2026, the agency announced the end of 98 days of icebreaking operations in the Gulf of Riga and Pärnu. It also worked with the Defence Forces on the demolition of the old Halinga railway viaduct on the Tallinn–Pärnu–Ikla highway. Another recurring task is vehicle deregistration and traffic-register maintenance, which it warns can affect costs if delayed.
