e-Residency of Estonia is a government programme that gives people outside the country a state-issued digital identity and access to Estonia’s online business environment. Launched in 2014, it was the first programme of its kind in the world. Its core function is practical rather than symbolic: e-Residency allows users to authenticate themselves online, sign documents electronically, and establish and manage an EU-based company remotely.
The programme is run by the Estonian state and is closely tied to the country’s wider digital public services infrastructure. Its main base is in Tallinn, Estonia, where the programme’s public-facing and administrative functions are centred. While its legal and operational framework is Estonian, its reach is international. The service is designed for global entrepreneurs, freelancers and company founders who want to operate remotely while using Estonia’s transparent business environment.
A typical e-Resident can apply online and, after approval, receive a digital identity card that enables access to Estonian e-services. The programme is especially known for supporting the creation of companies 100% online, without requiring a physical presence in Estonia. It also provides a secure way to use electronic signatures and interact with the country’s digital administration.
A key strength of e-Residency is that it combines identity, company formation and remote administration in a single state-backed framework. Its “lighthouse” project is the e-Residency digital ID itself, which has become a reference point for digital government services aimed at non-residents.
