Climate Leadership Coalition (CLC) is a Finnish non-profit climate business network based in Helsinki. Founded in 2014 by a group of Finnish companies — including Fortum, KONE, Neste, St1, Outotec, Caverion and the Finnish Innovation Fund Sitra — it brings together businesses, universities, research institutions and cities around climate policy and industrial transition. According to the organisation, its coalition includes more than 70 businesses, 12 universities and research institutions, and 5 Nordic cities.
CLC presents itself as a Northern European network with a wider European and global policy agenda. Its work centres on accelerating the shift to a net-zero economy through market-based climate policy, carbon pricing, targeted subsidies, standards and mandates where markets alone are not enough. It also works with EU institutions, Nordic governments, cities and other partners to shape evidence-based climate policy and decarbonise value chains beyond EU borders.
A key part of CLC’s activity is organised through strategic initiatives and member-led projects. These include Nordic Near-Zero Emissions Steel, which seeks to accelerate steel sector decarbonisation; Cornerstones of the Energy Future, focused on Finland’s clean energy transition and strategic foresight; the Circular Economy Coalition, which supports circular business models in the Nordics; the Espoo Climate Community (COMET), which has developed a climate investment framework to help cities attract private capital; and a carbon removals project aimed at building a scalable carbon dioxide removal ecosystem in Europe.
CLC is active in policy advocacy, research publications and events. In 2026, its programme includes Nordic roundtables on high-integrity carbon markets in Helsinki, Oslo and Copenhagen, as well as policy discussions on energy costs, low-carbon materials and opportunities for green steel.
